What they did
Starting from Robertson's reduction of thermodynamic entropy to statistical mechanics, they reconstruct Syntactic Functional Reductionism (Ramsey-sentence roles, Nagelian reduction) and introduce Semantic Functional Reductionism (roles carved from mathematical models, structuralist mappings).
What they found
The syntactic view is logically clear but ontologically rigid and strained by approximation; the semantic view is more flexible about realism and models. Both remain viable ends of a spectrum, each improving a standard reduction recipe (Nagelian vs structuralist).
The limits
What it doesn't show
It does not declare a unique winner, complete all of thermodynamics, or finish functional reductions of spacetime in quantum gravity.
