How did WHO-era BCG reach the Caribbean?
After European emergency BCG drives, UNICEF and WHO inherited a mass-vaccination machine that then ran relatively successful campaigns across British Caribbean colonies.

- Design
- Qualitative / archival — History of ITC/WHO/UNICEF mass BCG campaigns with focus on British Caribbean 1951–6
- N
- ITC claimed ~30 million tested and ~14 million vaccinated in 23 countries by 1951 handover
- Population
- Mass BCG campaigns in British Caribbean colonies after the International Tuberculosis Campaign
- Outcome
- Relatively successful Caribbean BCG campaigns within a global mass-vaccination machine

What they did
The paper opens with the International Tuberculosis Campaign’s Scandinavian roots, WHO’s TB priority, tuberculin-then-liquid-BCG field method, and 1951 handover numbers, then turns to Caribbean sites including Jamaica 1951–3.
What they found
ITC campaigns tested tens of millions and vaccinated about 14 million in 23 countries. Most used mobile teams; India and Mexico got demonstration teams. Caribbean colonies in the 1950s were a more successful BCG area than India in the comparison given.
The limits
What it doesn't show
Opening figures are ITC global totals, not Caribbean-only counts. This is not a vaccine-efficacy RCT. Later colonial politics in Jamaica need the rest of the article, not only the introduction.
Key terms
- ITC
- International Tuberculosis Campaign, a Scandinavian-started mass BCG programme later joined by UNICEF and WHO.
- Mass BCG campaign
- Mobile teams tuberculin-test eligibles and vaccinate negative reactors with liquid BCG.
- Demonstration team
- A teaching mission (as in India and Mexico) instead of the ITC doing the whole campaign itself.
- British Caribbean BCG
- 1950s colonial campaigns (Jamaica, Trinidad, Barbados, etc.) inside the UNICEF/WHO handover.
