What they did
She read legislative histories, New York Times and Kaiser reporting, government and advocacy documents, and conducted more than 70 US interviews (2005, 2010–12), with UK comparison interviews, to periodise prevention, treatment-finance, and research from 1981 to 2016.
What they found
Research moved relatively smoothly; treatment finance lagged until CARE (1990) and later the ACA; prevention swung with ideology (Helms 1988, needle-exchange bans, abstinence under G. W. Bush, Obama’s Strategy and ACA). Party worldviews shaped which populations and which sciences counted.
The limits
What it doesn't show
It is not a clinical outcome study and cannot forecast post-2016 ACA repeal fights in detail; UK parallels are selective, and interview samples are elite policymakers and advocates.
