What they found
Until vaccines arrived, test-trace-isolate depended on laboratories. The UK and USA, ranked best prepared, struggled; Germany scaled testing faster. Centres of epidemic intelligence could look like giants while local routine labs—the clay feet—had been cut, outsourced, or ignored by preparedness reviews such as Operation Cygnus.

This is not a randomised trial of testing policy, nor a full ethnography of 2020 decision-makers. It does not measure how many lives a different lab budget would have saved.
