What they did

Used OxCGRT policy intensity and panel regression of time-varying reproduction number (Rt) against 13 NPI categories from January to June 2020, testing lags, intensity levels, and clustering.

What they found

Strong evidence linked school closure and internal movement restrictions to reduced Rt. Workplace closure, income support, and debt relief looked effective when intensity was ignored; gathering/public-event limits mainly at maximum intensity. Stay-at-home, testing, tracing, travel controls, and several others were inconsistent.

Observational country panels cannot prove causation for any single policy; NPIs cluster in time so effects are hard to isolate, and results cover early-2020 waves only.
